According to foreign media reports, OpenAI and Broadcom are negotiating for Broadcom to finance the first phase of chip production. This phase requires 1.3 gigawatts of data center computing capacity and is expected to cost approximately $18 billion. Under the proposed arrangement, Microsoft will install the chips in its data centers before leasing them back to OpenAI. Industry insiders revealed that Broadcom has stated it will only fund the first phase if Microsoft agrees to purchase about 40% of the chips. Internal memos show that the partnership agreement already includes contingency plans: if Microsoft ultimately fails to meet the purchase target, OpenAI must find its own buyers.
