China’s National Development and Reform Commission (NDRC) and Ministry of Finance (MOF) issued a notice on implementing the 2026 policies for large-scale equipment renewal and consumer goods trade-in.
1. Support for Home Appliance Trade-in
Individual consumers purchasing Grade 1 energy efficiency or water efficiency products from 6 home appliance categories (refrigerators, washing machines, televisions, air conditioners, computers, water heaters) will receive a subsidy of 15% of the product’s sales price. Each consumer can get subsidized for one unit per category, with a maximum subsidy of 1,500 yuan per unit.
2. Support for Digital and Smart Product Purchases
Individual consumers buying products from 4 categories (mobile phones, tablets, smart watches/bracelets, smart glasses) are eligible for a 15% subsidy based on the sales price. Each consumer is entitled to one subsidized unit per category, with a maximum subsidy of 500 yuan per unit.
3. Support for Smart Home Product Purchases
Specific subsidized categories and standards for smart home products shall be independently and reasonably formulated by local governments based on actual conditions.
4. Funding Arrangement
The central government has recently made an advanced allocation of 62.5 billion yuan in the first batch of 2026 ultra-long-term special government bonds to support the consumer goods trade-in program, aiming to meet the consumption demand during peak seasons such as New Year's Day and Spring Festival.
