Guangdong Issues Action Plan for the Innovative Development of Artificial Intelligence OPC

On March 16, the Guangdong Provincial Development and Reform Commission issued the "Guangdong Provincial Action Plan for Supporting the Innovative Development of Artificial Intelligence OPC (2026-2028)," aiming to cultivate new AI business models, build a sound innovation ecosystem, and create a leading national hub for AI OPC development.

The plan specifies that by 2026, it will initially cultivate 10 AI OPC ecosystem communities and foster a number of high-quality enterprises with annual revenue exceeding ten million yuan; by 2028, it aims to build 100 ecosystem communities, 1,000 benchmark enterprises, and gather 10,000 innovative and entrepreneurial talents.

This plan introduces several support measures, including reducing the computing power cost of OPC in the early stages through "computing power vouchers," building a public model service platform to provide free interfaces, encouraging cities to subsidize model development investment, and broadening financing channels and improving spatial infrastructure to comprehensively support the development of AI OPC.
