On March 16, the Development and Reform Commission of Guangdong Province officially issued the "Action Plan for Supporting the Innovative Development of Artificial Intelligence OPC in Guangdong Province (2026—2028)", aiming to fully implement the "Artificial Intelligence +" initiative, foster new artificial intelligence formats, build a sound innovation ecosystem, and make Guangdong a leading national highland for the development of artificial intelligence OPC.

Clarify Phased Goals and Build a New Development Pattern for OPC

The plan defines phased development goals: in 2026, it will take the lead in cultivating 10 influential artificial intelligence OPC ecological communities and forming a number of high-quality enterprises with annual operating income exceeding 10 million yuan; by 2028, it will build 100 artificial intelligence OPC ecological communities, cultivate 1,000 benchmark enterprises, gather 10,000 innovative and entrepreneurial talents, and realize the mutual promotion of investment in things and investment in people.

Make Precise Efforts in Multiple Dimensions to Strengthen the Support of Core Elements

To ensure the achievement of the goals, the plan introduces specific supporting measures in multiple dimensions: in terms of computing power supply, build a "unified network" of green and coordinated computing power, construct a national hub node in the Guangdong-Hong Kong-Macao Greater Bay Area, improve the "computing power voucher" system, and establish a "government-community-platform-OPC" linkage mechanism to reduce computing power costs for start-up enterprises; in terms of data support, promote the opening of data in key fields such as transportation, cultural tourism, industry, and medical and health care, encourage the creation of high-quality industry data sets, and support the development of characteristic corpora such as Cantonese dialect. In terms of model development, build a public model service platform to provide free model interfaces and safety compliance testing services, encourage prefecture-level cities to provide subsidies for model development investment, and vertically integrated models that are independently developed and completed for filing can enjoy additional support from provincial special funds.

The plan clarifies the optimization of enterprise services, implements "one-stop online handling and one-day completion" for OPC enterprise registration, supports communities in introducing professional institutions to provide value-added services such as technology, talents, law, and intellectual property rights, and explores the establishment of an inclusive and prudent flexible supervision mechanism. In terms of financing and talents, give play to the role of various funds such as the National Venture Capital Guidance Fund for the Guangdong-Hong Kong-Macao Greater Bay Area, provide full-cycle capital support through exclusive credit such as "talent loans, R&D loans, achievement loans" and "computing power loans", as well as intellectual property pledge, include eligible talents in the scope of high-level talents in Guangdong Province, and improve the multi-level housing security system of "a bed, a room, a set of housing", to comprehensively help the high-quality development of artificial intelligence OPC.
