First National Mega-project Launched: Asan and Samsung Join Forces to Build a Global Semiconductor Hub

According to South Korean media reports, Asan City Government and Samsung Electronics have officially signed a memorandum of understanding (MOU) on cooperation. The two sides reached final consensus on key agendas including the expansion of Samsung's Onyang Plant, local economic revitalization and public-private collaboration, with a complete set of implementation schemes finalized. This marks the first project among the three major national Mega-projects promoted by the South Korean government to enter execution.

Samsung Electronics HBM (High Bandwidth Memory) plant expansion project located in Asan, South Chungcheong Province, has officially moved into the substantive implementation phase. The signing enables Asan to capitalize on Samsung's high-end semiconductor investments and accelerate its development into a core global semiconductor industrial hub, serving as a critical pillar in South Korea's national semiconductor industrial layout.

Large-scale Capacity Upgrade Planned, HBM Mass Production Targeted for May 2029

The core of the cooperation is the expansion of Samsung Electronics' Onyang Plant. The new facility will house a large cleanroom spanning 31,000 square meters, equivalent to approximately four standard soccer fields. Total investment for the project amounts to 46 trillion won, of which 6 trillion won will be earmarked for constructing a brand-new HBM production line.

Under the construction roadmap, the new plant will break ground in October this year, targeting HBM mass production in May 2029. Upon completion of expansion, the total floor area of the Onyang Plant will surge from the existing 270,000 square meters to 420,000 square meters, enabling a substantial jump in production capacity and further cementing Samsung's leading position in the global high-end HBM market.

Efficient Public-Private Partnership Delivers Expedited Approval Process

To guarantee smooth progress of this large-scale semiconductor investment project, the Asan City Government has rolled out a comprehensive “one-stop” administrative support framework to speed up construction. The government has set up pre-consultation desks and proactively convened multiple working-level special review sessions ahead of the MOU signing.

The consultation period for disaster impact assessments has been shortened from 45 days to 7 days, and road occupancy approval lead time cut from 5 days to 1 day. As a result, the whole procedure from permit application to construction kickoff, which normally takes 10 to 12 months, can now be finished within just three months.

Strong Economic Spillover to Boost Employment and Regional Industrial Recovery

The project is expected to deliver notable economic stimulus to Asan and the wider South Chungcheong Province. Once fully operational, it is forecast to directly create roughly 700 jobs and generate 2.6 trillion won in production-induced spillover benefits, invigorating the development of upstream and downstream semiconductor supply chains. During construction, an average of 3,400 workers will be hired daily, effectively activating the local labor market.

Furthermore, the far-reaching “Samsung industrial effect” continues to yield positive outcomes and greatly lift regional market sentiment. Multiple private investment projects in the region that were previously stalled or progressing sluggishly, such as residential apartment developments, are showing signs of resumption, driving continuous growth in urban development momentum.
