On February 13th local time, the U.S. Department of Defense released its latest "Chinese Military Companies" (CMC) list, also known as 1260H list. The list shows that CXMT and YMTC have been officially removed, while leading companies across various sectors such as Alibaba, Baidu, and BYD have been newly added. YMTC was among the first Chinese NAND manufacturers to be placed on the 1260H list in 2024 and CXMT was added in early 2025. However, being removed from the 1260H list does not signify a complete easing of restrictions, as domestic memory companies still face numerous constraints. It is important to note that the U.S. Federal Register withdrew the list document less than an hour after its release but stated that the public could request access to the original document via the official email until the close of business on February 17, 2026. The document remains in a state of public review, and the compliance risks have not been eliminated.
