On March 23, the Shenzhen Municipal Development and Reform Commission released the "Shenzhen 2026 Work Plan for Optimizing the Market-Oriented Business Environment," which explicitly proposes to build a diversified and inclusive computing power service model. According to the plan, Shenzhen will build a smart city computing power coordination and scheduling platform to integrate computing power resources from government agencies, state-owned assets, research institutions, and social manufacturers. This platform will primarily support application scenarios with urgent needs for ultra-high-performance computing power, such as scientific research and training, while also promoting the market-oriented operation of surplus computing power resources. Furthermore, the plan proposes guiding universities, research institutes, and small and micro enterprises to migrate to the cloud, flexibly utilizing computing power through computing power leasing and service purchases, and increasing the issuance of "computing power vouchers" and "training power vouchers."
