Guangzhou Steps Up Computing Infrastructure Investment, Industry to Receive Policy Support

On April 2, 2026, the Guangzhou Development and Reform Commission issued the Guangzhou 15th Five-Year Plan for the Development of Modern Infrastructure (Draft for Public Comment). The document proposes advancing the coordinated development of computing and power, and building demonstration projects for the integrated computing-power convergence.

The plan clarifies that it will link the planning of computing infrastructure with power system planning, establish a mechanism for early acquisition of electricity demand from computing projects, and ensure power supply for computing infrastructure development. Leveraging the city’s power grid advantages, the plan aims to further reduce the overall operating costs of computing services through efficient allocation of computing and power resources.

Meanwhile, Guangzhou will accelerate the construction of a diversified and integrated urban computing power network, coordinate the layout of computing infrastructure, and promote the development of computing centers with integrated source-grid-load-storage systems. The city will also encourage computing facilities to participate in power auxiliary services and the consumption of green electricity, supporting the coordinated growth of the digital economy and green energy, and underpinning the high-quality development of the regional computing industry.
