MIIT Launches Inclusive Computing Initiative, Boosting Storage Capacity and Industry

On April 2, the General Office of the Ministry of Industry and Information Technology (MIIT) issued a notice on launching a special campaign to empower small and medium-sized enterprises (SMEs) with inclusive computing power. It stated that an inclusive computing system with wide coverage and low costs will be basically established by the end of 2028.

The policy places **storage capacity** on an equal footing with computing power and network capacity. It calls for the construction of advanced storage centers and massive storage resource pools, enhancing high-performance storage and cross-regional data mobility to realize "on-site computing and on-demand flow". Meanwhile, storage coupons will be introduced to support SMEs in low-cost access to cloud storage, backup, archiving and other services.

The initiative encourages the establishment of exclusive computing and storage pools, explores models such as computing power banks and supermarkets, and promotes the pooling and sharing of idle resources. The campaign will directly drive demand for IDC, enterprise-level storage, distributed storage, optical storage, as well as NAND and DRAM chips, bringing clear policy dividends to the storage industry.
